As the Universiti Malaya launched the Transformation and Strategic Plan, all initiatives and implementation processes were coordinated by a dedicated office known as the Strategic Management Centre (SMC). The introduction of the SMC on 15th February 2021 (previously the Project Management Office, PMO) enabled UM to employ an agile project‑monitoring paradigm to reach its transformation objectives. Under the portfolio of the Associate Vice‑Chancellor (Corporate Strategy), the SMC's role has grown to include monitoring and controlling project execution performance; facilitating and optimizing resources; providing information; and executing communication plans.
To date, the SMC monitors over 300 initiatives, including the UM Transformation Plan (UMTP), UM Strategic Plan (UMSP), UM Health Project (UMHP), UM Special Projects (UMSpP), and other new projects on a rolling schedule. To minimize execution pitfalls and keep projects on track, these initiatives are communicated to the UM Board and Management Team on a consistent basis. At SMC, we anticipate that the most challenging component of implementation is managing people, processes, and time. However, with the support of all staff, students, and stakeholders at every level, this transformation will remain aligned to the University's vision and mission.
Strategic Management Centre (SMC), formerly Project Management Centre (PMC), was established with a strategic mandate to support and closely monitor the implementation of Universiti Malaya’s strategic plans, including the UM Transformation Plan (UMTP), UM Strategic Plan (UMSP), UM Health Plan (UMHP) and other key institutional initiatives. SMC plays a central role in identifying implementation gaps, designing appropriate interventions, and proposing timely solutions to ensure the university’s strategic objectives are achieved.

Universiti Malaya Transformation Plan (UMTP) 2021-2030
The Transformation Plan envisions UM reinforcing its place as a global university that leads in education and research, producing intellectually curious, aspiring leaders to shape the future. We aspire to play an even greater leadership role in the economic, social, and cultural growth of our nation and the world. This will make UM a haven for those who study, live and work here, providing a point of convergence for the cultivation and growth of knowledge.
The UM Transformation Plan aims to develop clear and achievable strategies for transformation as we move towards an increasingly globalised and digitalised future. We intend to do this through the six‑pronged C.R.E.A.T.E plan, which will enable us to:
Universiti Malaya Strategic Plan (UMSP) 2021–2025 is focused on building a “House of Excellence”. Supported by five (5) strategic pillars—Income generation, Teaching and learning, Research and innovation, Talent, and Entrepreneurship—this House of Excellence will propel UM in its journey towards realising its Mission and Vision over the next five years. With the implementation of these initiatives UM is expected to achieve financial independence; produce graduates who are agile, resilient and able to adapt to an ever‑changing world; and provide solutions for real‑world problems through research output.
In line with the Shared Prosperity Vision 2030, UM will support continuous improvement in quality of life. We will sustain partnerships with industry, academic institutions and the government to ensure that our outputs are aligned with national and global needs. Excellence has always been at the core of everything we do—operations, teaching and learning, research, and services—and will remain the driving force in our future endeavours. UM will play a leading role in realising the nation’s aspirations and contribute towards the United Nations’ Sustainable Development Goals (SDGs).
